Quaderns de Recerca en Urbanisme (QRU) en su número 14 recoge trabajos de investigación que abordan el desafío de las periferias urbanas. Desde una visión global, las contribuciones a este número suponen la interpretación de una realidad compleja y diversa, que responde a la representación de ámbitos tan generalizables como específicos. La intención de organizar los trabajos aquí presentados no solo era la de reflexionar sobre periferias concretas, sino que también, sobre formas de aproximación en diferentes ámbitos y escalas, prototípicos y generalizables. Periferias que proliferan por el mundo y de las cuales aún hoy, se desconoce mucho de sus haberes y saberes.

The configuration of the contemporary sprawling metropolis is one of the key issues of our time, and the classical instruments of urban planning are no longer sufficient to recognise it, as has been repeatedly expressed by various specialists.

Following the guidelines set out from different positions by three prominent authors, it is possible to see a change of step in the perspectives open to the challenge of the future of the urban form of our time, which can guide the qualities of the pending attention in order to make it more efficient, less problematic and as modernised as necessary.

Fragmentos de periferias urbanas contemporáneas, contexto de proyecto

Uno de los retos urbanos contemporáneos es el de las periferias urbanas. Sus formas surgidas en los márgenes de la ciudad, se originan a partir de fragmentos añadidos a la ciudad construida, desafiando los límites y proponiendo la nueva ciudad. Un territorio de contrastes, impreciso y cambiante en su propia naturaleza, que plantea un reto su descripción, interpretación, valoración y en consecuencia un desafío para su efectiva intervención.

Para esta aproximación se ha trabajado sobre la idea de periferia en sus diversas escalas de intervención, teniendo en cuenta tanto las lógicas del conjunto como las individuales de cada fragmento. Ensayos de representación y miradas contrapuestas sobre estos territorios buscan profundizar en cómo mejorar las periferias desde un punto de vista morfológico y espacial para potenciar su habitabilidad.

Revertir esta condición, que los convierte en frágiles y vulnerables, continúa presente en los diversos contextos urbanos en los que se manifiesta. Las miradas entrecruzadas sobre el proyecto de las periferias urbanas, permiten reconocer y caracterizar de manera más precisas situaciones territoriales diversas y orientar propuestas y formas urbanas futuras como base a nuevas lógicas proyectuales.

Peripheral urbanization in Buenos Aires, Istanbul, and Barcelona

In this paper I juxtapose the processes of urbanization that took place in Gran Buenos Aires, metropolitan Istanbul, and Barcelona’s metropolitan region under their respective developmentalist regimes through Teresa Caldeira’s (2017) conceptual lens of ‘peripheral urbanization.’ This comparative analysis flags the role of autoconstruction and autourbanization as central to sustaining developmentalist agendas across the globe by granting access to housing to large sectors of the population, providing in turn a much-needed pool of industrial laborers and a market of land-owning consumers. It also elucidates the key role of the State (too often dismissed as absent) and the ways in which different social groups engage in peripheral urbanization (from the urban poor to the middle classes, to the elites). By focusing on peripheral urbanization as a process rather than built form, this comparison also complicates analyses of Barcelona’s peripheral practices that mirror solely on north-Atlantic forms and models, turning instead to countries in the Global South that have undergone similar dynamics.

Beyond Petroleoum assumes the lack of planning in Comodoro Rivadavia as an opportunity to reformulate new patterns of remediation of the existing landscape, affected by the extractivist process of the oil industry.

The proposed itinerary addresses the reconfiguration of urban voids crowded with wells that atomize the city's ejido, from the impact of ecosystem activation and repair projects that replace the traditional plotting with more organic and flexible fabrics, based on parametric geometries. and triangulated systems.

Processes of recolonization of nature and naturalization of artifice progressively restore techno-biodiversity, promoting a relational mutualization between anthropic mass and biomass, between bits and atoms, as a strategy for reversing environmental pollution.

The residual character of the so-called “proximity peripheries” is sanitized in its toxicity in a period of 30 years, through mechanisms of public-private participation and community self-management that inaugurate a New Social Contract.

A land policy that regulates the impacts of the Mining Law is installed on the public agenda, revealing agreements with the operating companies and with a citizenry involved in the projection of a sustainable future.

City forecasts

The actions in self-built settlements will go through preeminent topics that will correspond to define issues with the physical quality of the cities. Through the selection of different forecasts that relate aspects such as connectivity, public space, services and equipment, the study of three correlated lessons for the urban recovery of this type of cities is proposed.

The research focuses on Ciudad Pachacutec, located in the district of Ventanilla, Peru. With a variety of ecosystems and significant demographic and anthropic changes. It focuses on three prominent authors in the areas of roads, open spaces and centralities. It starts with a multiscale and disciplinary approach to the place. Subsequently, it follows the guidelines for the analysis of the sector and its immediate context related to the theoretical approach of the authors represented by the three connected essays.

The study presents a reading of convergence of the three essays by means of a scheme that represents the structured and staged bases for their application in similar contexts. Finally, an approach is made from the application of the bases in the case study for urban recovery or as a starting point for the support of future criteria that will define the maturation of these cities.

Articulación urbana integral, solución para la fragmentación de la ciudad. Parques San Cristóbal y Primero de Mayo y su entorno, en Bogotá

Este trabajo surgió de la preocupación que existe por el aislamiento entre los procesos naturales y los procesos urbanos, los cuales han debilitado los mecanismos de integración espacial en las ciudades. Las intervenciones en el espacio urbano de forma individual, sin incluir el contexto total generan procesos de fragmentación. Por esta razón, esta investigación desde la visión del diseño urbano, brinda una solución para afrontar la fragmentación urbana y proveer espacios integrados y articulados con el entorno. Como consecuencia, se desarrolló un método que aborda tres estructuras: funcional, ambiental y de imagen, las cuales definieron las variables de actuación en el proyecto urbano bajo una esfera integral del diseño.

Planificación urbana y conjuntos habitacionales en el Norte Grande de Chile. El caso de Iquique. 1936-1976

In the north of Chile, there are four port-cities; Arica, Iquique, Tocopilla and Antofagasta. Cities that have in common, geographical characteristics that shaped and confined their location, which together with the social and urban conditions, configured a way of inhabiting an extreme landscape. Between 1936 and 1976, the housing complexes built by public, private and mixed institutions not only contributed to the consolidation and growth of these cities, but also became benchmarks and distinctive cases in the production of modern architecture, installing a architectural modernity in an extreme landscape. Selecting the city of Iquique as a case study, this research seeks to deepen the dialectic between the urban planning instrument and the housing complexes, in order to determine their role in the configuration of the city and as fundamental urban pieces for its development.

El paisaje habitacional moderno y el valor de su vegetación continua

Extensive green areas are part of the heritage of several modern housing estates. They represent a landscape loaded with cultural values and multiple environmental benefits, thanks to the concentration and continuity of its vegetation. However, drought and the constant rise in temperatures constitute a chain threat that challenges their heritage and environmental conservation.

By cross-referencing nolli maps, satellite images, and the NDVI index, this research seeks to demonstrate how the urban morphology of these complexes promotes continuous green spaces at different scales. This is due to two intertwined factors: the low land use ratio of the blocks allows for large areas of open soil in large blocks that are barely interrupted by strips of sealed soil. Both characteristics are present in the heritage cases and countless other complexes in Chile and the world built in the mid-twentieth century.

Las parcelaciones de vivienda aislada en la Región Metropolitana de Barcelona. Exposición de una tarea investigadora continuada

Entre el 25 de noviembre de 2021 y el 26 de febrero de 2022 permaneció abierta en el Ala Coderch de la Escuela Técnica Superior de Arquitectura de Barcelona (ETSAB) la exposición titulada “Les parcel·lacions d’habitatge aïllat de la Regió Metropolitana de Barcelona: Una proposta des de l’ETSAB”, patrocinada por la Dirección de la ETSAB y realizada en el marco del Departament d’Urbanisme i Ordenació del Territori de la UPC. Fueron autores de su contenido quienes firman estas letras junto a la dirección del catedrático de Urbanística ETSAB, el profesor Ángel Martín Ramos.

En dicha exposición, a lo largo de 31 paneles a todo color de tamaños generosos (véanse las fotografías adjuntas del conjunto de la exposición, Fig. 01 y Fig. 02), se presentaba el contenido de un volumen de sugerencias previamente presentado durante el período de exposición pública de los trabajos preparatorios del Pla Director Urbanístic del Área Metropolitana de Barcelona (AMB), adaptado al marco que ofrecía la iniciativa de una exposición abierta al público en el medio académico.

Al irse dando las explosiones demográficas (habitantes) La periferia ha cobrado un valor que a pesar de no ser la misma y pura que el centro de las ciudades, se ha hecho camino para que ella se encuentre en un discurso sobre la ciudad y sus componentes más importantes.

¿Qué es realmente lo que pasa después de la ciudad? La periferia o espacios urbanos de delicadas sensaciones. De esto relata Ren Koolhaas con su escrito descriptivo sobre lo que son los nuevos territorios urbanos, las ciudades después de su centro gracias a las explosiones demográficas. La ciudad genérica o esos nuevos territorios, en pocas palabras es eso que se obtiene después de la ciudad que ya no lo es (según el autor)
