A CRIAÇÃO DAS REGIÕES METROPOLITANAS NO PROCESSO DE URBANIZAÇÃO BRASILEIRO [THE CREATION OF METROPOLITAN REGIONS IN THE BRAZILIAN URBANIZATION PROCESS]

Resumen

Este artigo apresenta uma breve análise dos processos de urbanização e metropolização no Brasil a partir das políticas de desenvolvimento regional e econômico implementadas quando da institucionalização das primeiras regiões metropolitanas do país, nos anos 1970, mesma época em que foi elaborada a Política Nacional de Desenvolvimento Urbano. Seu objetivo é compreender se a institucionalização das regiões metropolitanas no Brasil foi um processo de formalização de áreas já conformadas como metropolitanas na época, ou a estruturação das principais capitais do país e seus entornos imediatos para a acomodação do processo de urbanização crescente e sem planejamento característico do período. Para tanto foram investigados, por meio de revisão bibliográfica, os principais programas e políticas públicas desenvolvidas no país vinculados à questão urbana, bem como destacada a legislação referente ao fenômeno metropolitano da época, visando contribuir para os debates recentes sobre os desafios metropolitanos e trazer valor aos avanços sobre o tema.

ABSTRACT

This article presents a brief analysis of the urbanization, development and metropolization processes in Brazil based on the regional and economic development policies implemented during the period of institutionalization of the first metropolitan regions of the country, in the early 1970s, same time the National Urban Development Policy was elaborated. Its objective is to understand whether the institutionalization of the first metropolitan regions in Brazil was a process of formalization of areas that were already defined as metropolitan at the time, or the structuring of the main capitals of the country and their immediate surroundings to accommodate the growing and unplanned urbanization process characteristic of the period. For this purpose, the main public programs and policies developed in the country related to the urban issue were investigated, through bibliographic review and highlighting the legislation related to the metropolitan phenomenon of the time, seeking to contribute to the recent debates on metropolitan challenges and bringing value to the advances on the topic.
