Problems involved in urbanist valuation process under the Act 388 of 1997

The purpose of this paper is submit to the academic community and civil society in general, a summary of recent valuating history in Colombia, some of its vicissitudes, experiences and current state of the art that in some of the development of management tools Land provided by Act 388 of 1997, presented components or processes require valuation. The article covers only valuations in terms of soil suitable for expansion and calculating the effect betterment. While the article is developed as a diagnostic processes for land valuation of urban expansion and for catching effect of capital gains, it presents the authors' personal positions on certain elements or components that today are not fully defined in legal or regulatory structure of the country.Downloads
