Dimensional modeling and normative assessment: application in the Providencia district in Santiago de Chile

The paper presents a methodological approach to the evaluation of urban policy and its application to a real case in the Providencia district in Santiago de Chile. The three-dimensional modeling appears as an instrument capable of making clear the conditions of the rules against changes and urban dynamics, and enables fast and efficient immediate verification of the proposed instruments address these dynamics. The paper will show particularly three-dimensional lifting standards based on existing farm, and volumes proposed in relation to the property tax division and its variation (fusion farm, highly prevalent condition in the city of developing countries), and evaluates its effects as load factors of soil, constructability rates, distances and flush, the three-dimensional modeling of the volumes generated by current legislation is done through programs Autocad, 3DStudio, Form Z, Excel, and its links. This system proposes a method that leads to be used in the generation and evaluation of regulations, allowing attacks such as the problem of obsolescence and dynamism of these. They can then evaluate the effects spatially a standard urban before being validated, or, conversely, from regulating form.
