An innovative housing policy: the experience of Catalonia

The principal victims of the so-called crisis of accessibility to housing that Spain and Catalonia have been undergoing in recent years are young people in the emancipation age range, elderly people in rental housing unable to meet the increase in rents, and single-parent and immigrant families. The first aspect which should be emphasised is that while they are victims, they should not be re-victimised using a welfare and plaintive discourse. On the contrary, young people especially need to become active agents in the fight against a situation which causes them harm. For this reason the article seeks to highlight some key points, in order to build an alternative discourse allowing for an effective change in the housing policy traditionally applied in Catalonia.Downloads
