Abstract

During the last 10 years in Colombia. It has carried out a great effort to board the topic of planning and territorial organization. Not only to a municipal level, but from the regions that conform the watersheds, as a strategy of the Autonomous Region Corporations in the environmental territory planning. However, there is not enough articulation and political– institutional coordination that allows leading actions towards a real affordable territory planning. Within this general framework of analysis, in this article, there is evidence of the state of art, in the formulation and revision of the plans of municipal organization of the Atlantic Department, analysis its general environmental problems and the degree of management application considered in the law 388, 1997.
