Abstract

The integration of participative process in the urban planning process is a key issue in the implementation or sustainable development. In historic cities participation is often the only possibility to achieve the execution of plans and projects. An indicators system may be a useful tool in the implementation of citizen and inter-institutional participation, since it simplifies the transparency of information and identifies best practices in the definition of planning objectives and in the following of implemented plans and projects. Starting from a critical analysis of UNESCO’s Colonia Sacramento proposal, and using the recent literature on evaluation of regeneration policies, this paper proposes a system of indicators specifically adapted for Spanish historical cities.
