Proposals for town-planning relaxation in order to allow the free will of business function in urban-touristic regeneration in the Canary Islands

The aim of this article is to prove that the present town planning system prevents tourist urban spots regeneration when it erases or reduces creativity and business function, and also to establish several proposals that will allow the free entrance of creativity and entrepreneurship in the process of tourist transformation and regeneration. The authors carried out a legal and economic analysis of the current planning system as well as an analysis of the evolution of supply and demand of tourist urban spaces in the Canary Islands to subsequently propose different ideas to solve the detected problems. The current Canary Islands planning system it is centralized and has a structure of Cartesian cascade which hinders the free exercise of business function. This system has, among others, the following consequences: creativity reduction, restrictions on entrepreneurship or business function, freezing of urban spaces or impediment of his regeneration and adaptation to new needs which cause a major distortion between tourist supply and demand. To free the entrance to this business function it is necessary to introduce greater planning flexibility. The presented piece of work is original and follows the research lines of the authors published in international journals listed in the ISI Web of Knowledge and other citation indexing.
