The current Canary Islands planning system it is centralized and has a structure of Cartesian cascade which hinders the free exercise of business function. This system has, among others, the following consequences: creativity reduction, restrictions on entrepreneurship or business function, freezing of urban spaces or impediment of his regeneration and adaptation to new needs which cause a major distortion between tourist supply and demand. To free the entrance to this business function it is necessary to introduce greater planning flexibility.
