Identification of factors and Environmental Evaluation of Plans

Objective
The environmental challenge of the European Union is the achievement of the sustainability of the territory. More than 17 years after the approval of the Strategic Environmental Assessment Directive (2001), we can analyze the effectiveness of this procedure. The evolution of the strategic environmental evaluation process is analyzed with respect to the previous environmental impact assessment.
Methodology
All the environmental factors to be considered in the environmental evaluation of the plans are identified, a matter that is not structured and regulated in a dispersed manner in our regulations, given that there are few complete studies that address all the environmental conditions that affect the planning.
Conclusions
The concrete study of the Valencian Community scope allows us to identify all the environmental factors essential for a valid environmental evaluation of the plans, extrapolated to the rest of the autonomous communities, based on the weaknesses and strengths established from the practical knowledge of the subject.
Originality
In summary, to expedite the processing of the SEA and the plans, it is proposed to increase the knowledge base and dissemination of the vulnerabilities of the territory and climatic risks, and the strengthening of the existing urban laws.
