The paper describes the synergic management method implanted by San Francisco´s
Municipality (Venezuela) that conciliate the political objectives of the Local Government
Plan and the needs of the community, through the execution and control of the Participatory
Budget and the LCPP. The paper concludes emphasizing that the efficiency in the
use of the financial resources, the productivity of the human capital of the municipality and
the quality of life has increased, supported by the principles of equity in the distribution of
the loads and benefits that are derive from the synergic management of the city and a
greater social justice
