Public park planning: Mismatches in the implementation of the Environmental Agenda in the City of São Paulo

Abstract

In view of the growing association of the potential of the green area system (SAV) to the mitigation of the effects of climate change in cities, the article focuses on the disarticulations that have made it difficult to take advantage of these potentials, represented by urban parks, in urban planning in São Paulo. From the comparison of priority areas, listed by the Strategic Master Plan of 2002, and what was developed in the management policy of the 100 Parks Program (2007-2012), a comparative analysis is made identifying the problem of public land, as well as the disarticulation between public regulatory instruments, some of the reasons for the municipality's inability to guide the location and distribution of urban parks in the context of the SAV in urban territory.
