Abstract

The paper analyzes access to public passenger transport as a variable in the structure of urban opportunities, based on the "neighborhoods-city" of the MCMV social housing program in peripheral locations. The objective is to verify the relationship between the public transport service, the location and the consolidation of the urban environment. It is held as a hypothesis that the public transport service would present a differentiated use related to the urban evolution of each neighborhood. A quantitative analysis of public transport in 2010 and 2020 was carried out, along with a qualitative one based on key informant interviews. The results reaffirm the importance of public transport in the daily movements of the inhabitants and show that the consolidation of the urban environments of these neighborhoods was not homogeneous, being positive, in some cases, in terms of accessibility. Also that the improvements in the service were not significant and substantial in the analyzed period, maintaining the problem of access to mobility. Finally, it is verified that public transport is a variable that conditions (due to its quality and cost) access to the structure of opportunities and reproduces the conditions of segregation in relation to urban location.
