Abstract

Informal administrative action (AAI) is gaining ground in Colombian local territorial planning, since the general legal provisions provided by the administration for its processes are insufficient and do not provide the inputs required in each particular case. It is proposed to demonstrate that the AAI is an unregulated modality that allows the exercise of local territorial planning in cases not legally foreseen, a demonstration that is carried out through a qualitative methodology, with the application of the hermeneutic method, the case study and the documentary technique. The cases are divided into two scenarios: that of territorial governance and that of higher hierarchy determinants of environmental. As a result, the validity of the AAI in local territorial planning is demonstrated, but with different levels of recognition and effectiveness, since some of the assumptions where it is possible have not been used because the municipalities and districts are limited by the impact of the general administration and its legal and political developments, or remain in the formalist and legalistic traditions that do not respond to an administration that achieves its goals and interests.
