Gaps in the preservation of residential block in Brasília’s superquadras

Abstract

The aim of this article is to identify the gaps in the preservation of the residential blocks of the superblocks found in Brasília's Pilot Plan, based on an analysis of the heritage regulations - Law No. 3.751/1960, District Decree No. 10.829/1987, Ordinance No. 04/1990, Ordinance No. 314/1992, District Decree No. 30.303/2009, Ordinance No. 166/2016 and Ordinance No. 421/2018 - and to present the current implications resulting from the lack of specific regulations for the built ensemble. In order to achieve the proposed objective, the work was structured in two parts: firstly, addressing Brasília's peculiar form of preservation and, subsequently, identifying the gaps in legislation. As a result, the purpose is to identify which factors have led to difficulties in understanding and managing the Conjunto Urbanístico de Brasília (CUB), and what are the weaknesses of the urban planning guidelines presented in the regulations for maintaining Brasília's residential heritage.
