Abstract

Economic sustainability studies related to urban planning, compulsory in Spain since the 2007 Land Act, would be the way to understand the impact of urban development on the public finances. Once overcome the traditional economic and financial studies, there is a need to assess the economic impacts of urban development in the medium and long term, not who promotes the urban development, but in the government responsible for the provision and maint enance of the public services that are created. The conceptual innovation represented by these studies, results in the need to use new techniques, more developed in other countries, where there is a long tradition in this area. To the best knowledge of these techniques there will be a brief history of their use, which will be completed with a summary of the existing theoretical framework and main experiences in practical application.
