Abstract

The work is based on the concept of city network. Cities are considered collectively as components of larger systems. A flexible and opened conception oriented to reach a better territorial balance, especially on metropolization processes. To be spatial dimension the research is focused in the city of Santa Fe and its metropolitan region. This scenario presents a special situation of geographic vulnerability and water risk that must be overcome or at least temper. Situation who motivates further experimentation of renewed strategies to generate structural transformations on territory. The hypothesis introduces the paradigm of network like an alternative to think territory strategically and with a long term vision. This includes safe habitat qualities, balance, flexibility, integration and complementation between cities to assign good prospects and development.
