Abstract

Currently, the phenomenon of globalization is generating processes that substantially alter territorial urban systems, with its consequent impact on territorial organization. In Mendoza, regional processes have generated a model of unbalanced territorial concentration diffuse reflection of an underdeveloped region with a very hierarchical spatial structure and a predominance of urban sprawl, heavily concentrated in the few irrigated drylands. Only 3% of the provincial area has irrigation where, thanks to the systematic and comprehensive use of water, urban centers and live productive activities. To present cities as dominant growth mode expansion of the urban area, it is necessary to formulate guidelines defining a sustainable way of urban growth for dry land. To this end, a methodology that places the processes and the existing territorial model is formulated scenarios, which enable cities to plan and manage sustainably.
