Abstract

This academic article is an advance of the Final Work of the Master in Urbanism that is based on an analysis of two programs of Slum Upgrading in the city of Bogota. These two programs are far apart in their discursive, management and action components. This analysis is based on what Lefebvre defined in the 1970s as "Right to the City" and "Urban Society", in order to, demonstrate that the physical interventions of these two programs, regardless of their political discourse, forgot to include slums inside the city; That is to say, the idea of “Right to the City” was abandoned at the moment in which the interventions created a sort of independent bubbles without a correct accessibility to the same one.
