RESUMO

O artigo analisará a desconstrução do Programa Morar Carioca lançado no Rio de Janeiro, em 2010, que visava urbanizar todas as favelas cariocas até 2020, no contexto dos megaeventos. O artigo explicitará como alterações no Programa transformaram a promessa de futuro, com todas as favelas cariocas urbanizadas, em um presente de retrocessos com o retorno das remoções. O estudo compara o discurso do legado e a ação do poder público, apontando como essas alterações impactaram a urbanização das favelas. A análise comparativa foi elaborada incluindo sistematização dos dados e produção de mapas, relacionando as favelas que seriam contempladas pelo Programa eas favelas registradas nosite da Prefeitura como efetivamente contempladas.O estudo observou que a descontinuidade do Programaapresenta graves consequências como aperda na abrangência territorial, sobreposiçãode ações de urbanização eampliaçãoda desigualdade de condições entre favelas, revertendo-se em um cenário de retrocessos de direitos sociais.

ABSTRACT

The article will analyze the dismantling of the Morar Carioca Program launched in Rio de Janeiro in 2010, which aimed at urbanizing all Rio's favelas by 2020, in the context of mega-events. The article will explain how changes in the Program transformed the promise of the future, to urbanize all Rio de Janeiro's slums, into a present marked by regression with the return of the removals. The study compares the legacy's discourse and the action of the public authorities, pointing out how these changes affected the urbanization of the favelas. The comparative analysis was carried out by including the systematization of data and the production of maps, listing the favelas that would be covered by the Program and the favelas registered on the City Hall's website as effectively contemplated. The study noted that the discontinuity of the Program has serious consequences such as the loss of territorial coverage, overlapping of urbanization actions, and the increase of conditions' inequality between favelas, reversing itself into a scenario of setbacks in social rights.
