USING PLANNING SUPPORT SYSTEMS TO COMPARE SCENARIOS OF URBAN GROWTH

Advantages and disadvantages of residential towers, gated communities, and informal development

Abstract

ABSTRACT

Since 1997 the so-called Planes Parciales (PP) were introduced in Colombia. These are planning tools for real estate development designed to distribute equally the burdens and benefits between developers and the public sector. PPs, however, are criticized arguing that they develop high densities without considering impacts on the environment and on the urban infrastructure. On the other hand, Planning Support Systems (PSS) are new tools that allow to quickly obtain indicators of impacts and sustainability of urban projects. To understand and validate the criticisms of PP, this work applied the PSS tool, Envision Tomorrow, comparing growth through a PP with the traditional Low Density and Informal urban growth models. PPs were found to be more convenient for the city and for sustainability than Low Density. However, when faced with the Informal model, they have challenges of housing costs and mix of uses.

Juan G. Yunda es Director (E) de la Maestría en Planeación Urbana y Regional de la Pontificia Universidad Javeriana en Bogotá. Es Doctor en Planificación Urbana y Regional de la Universidad de Texas en Austin, Arquitecto de la Universidad Nacional de Colombia y Magíster en Diseño y Planificación Urbana de la Universidad Bauhaus-Weimar, en Alemania y la Universidad Tongji en Shanghái. Su investigación se enfoca en la forma urbana, usos de suelo y equidad social. Ha realizado consultorías de diseño, política pública e investigaciones sobre urbanismo en Alemania, Estados Unidos, China y Colombia. Ha recibido honores y becas de instituciones como la Comisión Fulbright, La Comisión Europea y el Ministerio de Ciencias.
