Constellations of irregularity in the presence of urban infrastructure networks

Abstract

This article pursues, through the euphemism of constellations, the objective of highlighting the spatial practices of deficiencies in technical infrastructure networks, resulting from the action of public and private agents in the production of urban irregularity, in Cascavel, a municipality in the State of Paraná, Brazil. In the study, it was identified that the emergence of irregular subdivisions and clandestine occupations have taken place since the 1970s, intensifying in the 1990s and 2000s, together with the establishment of the municipality as a strategic service center in the regional connection. Methodologically, a quantitative-qualitative analysis was made of the service provided by the infrastructure networks (paving, drainage, street lighting, treated water and sewage) on areas with cadastral irregularities identified by the Municipal Housing Plan and complemented by other institutional sources. Similar designs were observed in relation to the location of these areas in the urban fabric, however, these local points present differences in the results of the implementation of the infrastructure network, according to the promoter of urban irregularity: private agents, housing authorities (municipal and state) and the municipality. It was concluded that the execution of the infrastructure takes place, all the more fluid, when there is the possibility of capital investments, which differentiates the promoting action and form different magnitudes in constellations of urban irregularity.Keywords: infrastructure networks, social housing, urban irregularity, Cascavel-PR.
