The urban land regulation in the production of urban informality. An analysis in Guaratuba-PR

Abstract

The process of capitalist production of the city is characterized by the conformation of two distinct realities that divide and dispute the same territory: the formal and informal city. In this sense, this research, which is part of a broader investigation, aimed to recognize the objectives of urban regulation by identifying its effects on informality.  This work starts from the hypothesis that the conceptions of this regulation, oriented to an urbanization according to second homes, have motivated the expansion of land consumption and intensified by a pattern of low-density urban occupation, which puts pressure on mainly informal environmental areas. Therefore, the research turns to Guaratuba, a city on the coast of Paraná, which has a predominance of seasonal tourism and second homes. Thus, an exploratory, descriptive, cartographic and analytical methodology were defined in order to develop the investigation. To do so, two variables have been analyzed: urban regulation and informality. The collected data indicated that during the period from 2009 to 2019, the production of urban space in Guaratuba is characterized by the construction of houses for summer use, of high constructive standard and low density idle use, significantly reflecting in the formation and expansion of the urban space.
