Abstract

This paper presents aspects of the urban growth of Punta del Este, the main resort of the Río de la Plata, in dialogue with its urban planning processes. An emerging dialogue is explored between the so-called tourism peripheries and forms of urban growth. Without approved urban plans as such, the spa's urban sprawl grew into a mosaic of garden neighborhoods of low-density luxury housing. At the same time, its central area developed high-rise buildings, usually contravening current urban regulations. The 1974 Ordinance of buildings encouraged the development of towers, was strictly applied and was linked to urban projects that configured an implicit plan in the context of a disproportionate construction “boom.”
