A CONSOLIDAÇÃO DE UMA AEROTRÓPOLIS EM VIRACOPOS COMO UM INSTRUMENTO DE COESÃO SOCIAL E TERRITORIAL NA MACROMETRÓPOLE PAULISTA [THE CONSOLIDATION OF AN AEROTROPOLIS IN VIRACOPOS AS AN INSTRUMENT OF SOCIAL AND TERRITORIAL COHESION IN MACROMETRÓPOLE PAULISTA]

Resumen

O presente artigo discute o estudo de transformações territoriais em escala metropolitana onde conexões especialmente aeroportuárias irão implicar em mudanças socioeconômicas e nas relações espaciais e urbanas. Buscar-se-á nesta discussão verificar se a emergente proposta de criação de uma Aerotrópolis em Viracopos será capaz de se desenvolver sob as diretrizes do Plano Estratégico do Governo de São Paulo, voltado para a implantação de uma infraestrutura física, eixos de conectividade territorial e desenvolvimento econômico, enfrentar os desafios da ausência de governança, a realidade econômica do país e o descompasso entre a demanda e infraestrutura. Estão sendo considerados aspectos dos desafios hoje presentes na constituição dessa Aerotrópolis como: a desapropriação que garantirá juridicamente a ampliação do sitio aeroportuário e a relocação da população do entorno instalada em situação de vulnerabilidade com insuficiência de infraestrutura local e alta fragilidade ambiental. Como resultados finais pretende-se esclarecer que, para a efetiva interação entre a gestão do aeroporto, agentes econômicos, órgãos governamentais e a participação dos moradores e agricultores da região na consolidação da Aerotrópolis Viracopos e a Macrometrópole Paulista será necessário que esse processo resulte na configuração de um território urbano-regional-inclusivo baseado numa gestão participativa e colaborativa.

ABSTRACT

This article discusses the study of territorial transformations on a metropolitan scale where especially airport connections will imply socioeconomic changes and spatial and urban relations. This discussion will seek to verify whether the emerging proposal for the creation of an Aerotropolis in Viracopos will be able to develop under the guidelines of the Strategic Plan of the Government of São Paulo, aimed at the implementation of a physical infrastructure, axes of territorial connectivity and economic development, facing the challenges of lack of governance, the country's economic reality and the gap between demand and infrastructure. Aspects of the challenges present in the formation of this Aerotrópolis are being considered, such as: the expropriation that will legally guarantee the expansion of the airport site and the relocation of the population of the surrounding area installed in a situation of vulnerability with insufficient local infrastructure and high environmental fragility. The final results are intended to clarify that, for the effective interaction between the airport management, economic agents, government agencies and the participation of residents and farmers in the region in the consolidation of Aerotrópolis Viracopos and the Macrometrópole Paulista, it will be necessary that this process results in the configuration of an urban-regional-inclusive territory based on participatory and collaborative management.
